Dr. J.J. Walcutt is a scientist, innovator, and learning engineer that specializes in talent development and strategic reform across education, military, and government. She served in the US Government as the director of innovation at the Advanced Distributed Learning (ADL) Initiative under the Office of the Secretary of Defense and as a Human Innovation Fellow under the Office of Personnel Management. During her tenure in the government, she helped define the interoperable digital backbone required for training, education, and talent development across the military, intelligence, and greater security sector. She also designed an open innovation model for re-imagining the executive branch to promote talent development and retention. In her role at the Pentagon, she focused on promoting the science of learning through her service as a US Delegate to NATO, Partnership for Peace, and as a national and international keynote speaker. In her role as a Human Innovation Fellow, she used the science of human-centered design to recommend improved governmental communication structures with the American people to promote innovative problem solving. In this role, she provided keynote speeches nationally regarding innovation across, and transformation of, the federal government. She has more than 20 years of experience in research and development for training and education with specific interests in improving educational systems to promote talent development, knowledge management, and decision making under stress.
Jim Goodell is editor and co-author of Learning Engineering Toolkit, co-author of Student-Centered Learning: Functional Requirements for Integrated Systems to Optimize Learning and a thought leader in the world of learning engineering and data standards. He is Director of Innovation at Quality Information Partners where he helps lead development of the US Department of Education sponsored Common Education Data Standards and co-facilitates the US Chamber of Commerce Foundation’s T3 Innovation Network and Architecture Development for the Jobs and Employment Data Exchange (JEDx). He co-led development of the Learning and Employment Record (LER) Wrapper Specification.
Prior to QIP, he was executive vice president at the Center for Educational Leadership and Technology where he led the development of interactive learning technologies and provided information-driven process improvement solutions to state education agencies and school districts throughout the United States.
Jim is chair of the IEEE Learning Technology Standards Committee, the IEEE Adaptive Instructional Systems Interoperability Workgroup, and the Sharable Competency Definitions Workgroup. He serves on the ICICLE Consortium on Learning Engineering Steering Committee and the Learning Economy Foundation Steering Committee.
Jim holds a BS in management from Worcester Polytechnic Institute. He has held an elementary-level teacher license and served on a school board. Jim is active in his church and family life with three children.
Cydney Miller, MBA, SPHR, SHRM-SCP, is currently a senior principal solutions engineer for Qualtrics. She supports the strategic intersection between the Qualtrics platform technology as it relates to an organization’s experience management goals for customers and employees in the public sector (federal, state and local governments, higher ed, and K-12). She previously served as a Solution’s Consultant for Frontline Education serving in the same capacity but focused entirely on education. Cydney was the human resources director for the Clarksville Montgomery County School System in Tennessee serving approximately 35,000 students and more than 4,500 employees. Cydney has a MBA from Bethel University and her Bachelors of Arts Degree from the University of South Florida. She also holds both her SPHR certification and SHRM-SCP certification. Cydney was awarded the HR Management Excellence Award by the State of TN Human Resource Council and was invited to serve on the 2010-2011 National SHRM Specialty Expertise Panel for Staffing Management.
Russell Shilling, PhD, is an accomplished social impact innovator whose career has been dedicated to using technology to improve education, training, and psychological health. He is a former Navy Captain, aerospace experimental psychologist, and program officer at the Defense Advanced Research Projects Agency (DARPA), where he led innovative programs on the use of artifical intelligence (AI) and affective computing for psychological health and created new approaches to using games and analytics strategies for STEM education.
Prior to his time at DARPA, Shilling was a pioneer in serious games and virtual reality for education and psychological health. He developed award-winning programs with Sesame Workshop to help military children cope with deployments, injury, and grief. Later, he served as the executive director of STEM initiatives at the US Department of Education during the Obama Administration, where he worked on education policy issues and helped coordinate STEM activities with federal agencies and the White House Office of Science and Technology Policy.
Russell is a strong advocate for a DARPA for Education (ARPA-ED) and has consulted with startups and major philanthropies on applying innovative processes to research and development. He continues to work on policy issues in education, focusing on the use of AI in education and health technologies, including an advisor to the EdSafe AI Alliance.
