Fátima Terry serves as the Deputy Director for the U.S. Department of Agriculture (USDA) Digital Service (DS) in the Office of the Chief Information Officer (OCIO). In this role, Fátima is responsible for recruiting and developing an expanded team of technology, innovation, and service delivery leaders to meet the myriad of missions needs across USDA. Prior to USDA, Fátima served two tours with the US Digital Service (USDS), and during one tour as acting Chief Learning Officer for the Office of Management and Budget’s (OMB) Management and Operations Division – Human Capital (OMB-MOD-HC) team. During her time as acting CLO, she managed a $600K Learning & Development budget that pushed forward many strategic efforts to scale OMB’s development programs, increase executive program tuition, expand training opportunities, introduce a new Diversity, Equity Inclusion and Accessibility (DEI&A) training curriculum, and modernize learning systems. She alsoled agency deployment and data analysis of OMB’s 2022 Federal EmployeeViewpoint Survey (FEVS) efforts which yielded increases in engagement, learning and development satisfaction, and workforce planning efforts. During her time with USDS, she partnered with leadership and Subject Matter Experts (SMEs) to stand-upUSDS’s first Data Science team within the Engineering Community of Practice. She also led human capital strategies that restructured skill-based selection and hiring
practices, streamlined talent management systems and processes, and connected data-driven approaches to multiple employee life cycle elements.
Across her career, Fátima has worked for or partnered with at least 10 other federalagencies in the areas of technology delivery, product development, leadership, human capital, organizational design, technical education and Science Technology Engineering and Math (STEM), apprenticeships, advanced manufacturing credentialing and more. Fátima is also an Office of Personnel Management (OPM)
Federal Internal Coaching Training Program Graduate and coaches a range of executive and non-executive clients. She holds an M.A. in Industrial-Organizational Psychology from the Chicago School of Professional Psychology, as well as a B.A. in Psychology from New Jersey City University.
