As the Policy Director at The Performance Institute, Jon Desenberg works with Congress, the White House, Federal Agencies and other like minded organizations in advancing the Institute’s mission to increase accountability and performance in government. With over 20 years of public management Jon has worked with more than 120 Federal organizations, non-profit agencies and universities. In addition Jon has worked with a wide range of state, local and international governments including the United Kingdom, Indonesia, South Korea, Australia and Canada, the states of Alaska, North Carolina, Pennsylvania, and a variety of cities and counties across the country.  He also directs public research, webinars, and best practice studies for a variety of clients and publications.

In 2008, Jon worked with other government performance leaders to meet with Presidential campaigns, as well as the Obama transition team and developed recommendations used by the incoming administration to shape their Federal management agendas.  In 2009 and 2010, he worked closely with staff members from the US House and Senate, as well as GAO and the Congressional Research Service, to provide expertise on the structure and framework used in the Government Performance and Results Modernization Act of 2010. 

He also provides ongoing advice to both the US Office of Personal Management the US Office of Management and Budget in implementing planning and performance policies, including the Human Capital Assessment Framework and Senior Executive Service Performance Evaluation standards. 

Jon’s current work includes on-going projects with the Centers for Medicare and Medicaid, the Department of Homeland Security, the Department of Defense, the Nuclear Regulatory Commission, the Department of Veterans Affairs, and other Federal, State and Local organizations.

Jon Desenberg brought more than fourteen years as a Federal manager to his current position.  As Managing Director, he successfully led the United States General Services Administration’s (GSA) Performance Management program, which ultimately resulted in the largest single enterprise-wide performance program in the Federal government, with aligned goals and measures cascading to all 13,000 employees. 

Jon regularly appears on Federal News Radio, News Channel Eight, the Federal Times, Federal Computer Week, Government Executive and other media outlets.


He is co-author of the textbook, Knowledge Management: A Foundation for E-Government.

He received a B.A. from The University of Michigan and a J.D from American University’s Washington College of Law.
